That is the shape of the residential quarter here: a ring of buildings around water, with the working half of the free zone, print works, packaging plants and media studios, laid out separately behind it.

The zone was set up for media production, which is where the name comes from, and it carried a residential component from the beginning rather than acquiring one later.
