Why the east coast has no launch market

Off-plan projects in Fujairah barely exist, and the reason is regulatory rather than economic. The emirate never established the broad freehold framework that opened Dubai and, later, the northern emirates to international buyers. Foreign ownership is possible only within specific designated developments, so developers building for an overseas market have concentrated where the rules are settled.

That is a pity in one respect, because the setting is unlike anywhere else in the country. Fujairah faces the Gulf of Oman rather than the Arabian Gulf, with the Hajar Mountains rising directly behind the beaches and deep water close to shore. The Port of Fujairah is one of the world’s major bunkering hubs, there is a free zone and an international airport, and the drive from Dubai runs a couple of hours through the mountains.

For a buyer the practical position is this: the emirate works as a place to visit, to run a business or to live if work brings you here, but it is not currently a place to buy off-plan the way the rest of the country is. Property that does change hands is mostly local, finished and traded between residents, which is a different process with different paperwork.

Anyone drawn to coastal property outside Dubai’s pricing usually ends up looking at Ras Al Khaimah, where beach and island communities are sold freehold to buyers of any nationality, or at Umm Al Quwain for a quieter version of the same coast. Sharjah offers the cheapest entry near Dubai, on long-lease terms rather than freehold.
