Empire Lake Views is a 604-unit building by Empire Developments in Liwan, and the composition of those units tells you more than any description of the finishes. 332 of them, over half the building, are studios. That single figure defines what this project is, who buys into it, and what happens on the day it opens.
The studios measure roughly 407 to 432 sq ft, with 1-bedroom layouts running about 753 to 867 sq ft above them topped by a handful of 3-bedroom duplexes at around 2,633 sq ft. A building weighted this heavily toward its smallest format is not a residential address in the ordinary sense. It is a rental instrument built at scale, and there is nothing wrong with that provided a buyer understands what they are joining.
What they are joining is a few hundred near-identical apartments reaching the letting market on the same day, from one address, with owners who all did the same arithmetic. Rents in that situation are set by whoever is most impatient. The counter to it is differentiation inside the building, and here that exists: 110 of the studios come with direct pool access, which is a genuinely distinguishing feature in a listing full of otherwise interchangeable units. Anyone buying a studio in this building should be buying one of those, or should be pricing the risk of being one of the 222 that are not.
Liwan sits about 12.6 km from Dubai Mall and 15.3 km from Dubai International, with Global Village under 8 km away. Set that against the Jumeirah Villages, the belt this building competes with on price, which sit closer to 18 or 20 km from Downtown and near 30 from the airport. On commute alone Liwan wins comfortably, and it does so at the same money or less.
The reason it stays cheap is worth being direct about. Liwan was laid out as a dense, low-cost apartment district rather than a branded masterplan. There is no beach, no metro station, no lagoon and no famous name attached, and retail and services remain thinner than in the older districts. What a resident gets instead is a genuinely central-east position at an entry price that districts twice as far out still ask for. That is a rational trade for someone optimising a commute and a budget, and a poor one for anyone buying a lifestyle.
Ground was broken at the end of 2025 and the original completion date of December 2027 has since been restated as Q2 2028. That is a modest slip by Dubai standards and worth knowing rather than worrying about, but it belongs in the calculation because of how the payments are structured.
The terms run to a 10% deposit followed by 1% a month across 80 months. Each instalment is small, which is the appeal, but the commitment stretches years beyond the handover date, and it continues on the same schedule whether or not that date holds. Deals in the project have been going onto the land department register during 2026, so a real price record exists to check against rather than an asking list.
