New stock inside the city’s biggest budget market

Off-plan projects in International City Phase 2 come to a handful of buildings. Prices open just above $130K, nothing on offer reaches half a million, and completion falls in 2026 and 2027. Three developers are behind them, none of them established names, which is normal where margins are this thin.

The district sits in eastern Dubai beside Dragon Mart, in the belt that has housed the city’s lowest-cost tenants since the mid-2000s. The older parts are dense, low-rise and fully occupied, while the newer parcels at the edge carry mid-rise buildings like these. Silicon Oasis and Academic City are a short drive, the highways connect the area to the rest of the city, and no metro station is within walking distance.

Every building on offer is an apartment block, and the market around it is the context that matters. This district holds a vast quantity of comparable rental housing, which cuts both ways for a new building. On one side, the rent a new flat can achieve is knowable rather than speculative, because the evidence is a street away. On the other, that same supply puts a ceiling on it, since a tenant unwilling to pay the premium has hundreds of cheaper alternatives within a few minutes’ walk.

So this is a yield purchase with a well-mapped floor and a firm ceiling. New stock does command more than the older blocks and it does let faster, but the gap is measured in modest percentages rather than in multiples. The other variable is the developer: three small firms with limited records are building here, and delivery risk weighs more heavily when the margin between purchase price and achievable rent is thin.
